We were created to repent

Muslims believe that Allah created mankind so that we could turn to him and repent.  Allah says in the Qur'an that:

"...Man was created weak."

(Qur'an 4:28)

So mankind is not perfect, by our very nature we are weak and are prone to fall short of our duties. Allah created us like this for a reason - so that we could turn to Him in repentance.

"All of Adam's descendents constantly err, but the best of those who constantly err are those who constantly repent.

(Hadith)

If Allah had wanted our nature to be that we obey Him without any choice so that we never waver in our obedience to Him, then He would have made us all angels (who do not have free will). Instead, He made us human beings with free will to choose between right or wrong and to choose to obey Him or disobey Him. It is therefore inevitable that sometimes through our own shortcomings and inbuilt nature, that we choose what is wrong and disobey Him.

"Abu Hurayrah reported that the Messenger of Allah, (PBUH), said, 'By the one in whose hand my soul is, if you did not do wrong, Allah Almighty would remove you and bring a people who do wrong and then ask Allah Almighty for forgiveness and He would forgive them.'"
